ACTRA Montreal Members-at-large (including Apprentice Members) may request an invitation from the Branch President to join Branch Council meetings as observers. Such Council Guests may only attend if they have been confirmed as invitees by the Branch President or his/her delegate. Furthermore, a Branch Council invitation is limited to a specific meeting and participation in any additional or alternate meeting(s) will be subject to separate, specific invitation(s). When considering a Council Guest invitation, the Branch President will take into account many issues, including but not limited to:
- the availability of space in the meeting room
- the specific agenda for the meeting
- any confidential or sensitive matters that must be discussed in camera
- other requests for invitation from other Members
As an observer, a Council Guest has no voice and no vote. However, at the discretion of the Chair of the meeting, the Council Guest may be invited ask questions and offer comments. A Council Guest recognizes that confidential and sensitive matters may be discussed during the course of any Council Meeting and that they may be asked to step-out of the meeting during such deliberations and/or agree to hold such information as may be discussed confidential.
